Why it's called cromwell's rule?

Oliver Cromwell, in 3 Aug, 1650 said the following phrase in a letter.

I beseech you, in the bowels of Christ, think it possible that you may be mistaken.

Referring to the same quote, the statistician Dennis Lindley named the rule.
